Maggie McCarthy.
The "Unit Designator" on their left should is a "Y" for Youth Division.
Female Police Officers were only made Youth Officers before then.

    The caption on the photo is not quite accurate. Back in those days women were hired as Police Matrons working in the detention facilities, or as in this case they were hired as policewomen and assigned to the Youth Division. They were not Youth Officers and were not paid as such even though they did the same work at the male 'Youth Officers.' Later, after some battles, this inequity was corrected and they were assigned as Youth Officers and then lost the skirt and tam style hat working in business dress.

    Actually, Sarge713, Sgt. Roy Swanson's information that came with the photo is pretty accurate.

    In 1885, Women entered the force as "Matrons" and cared for female prisoners.

    In 1913, Women were hired as "Police Woman" to work with women and children [youth officers with "Police Woman" badges].

    In 1974, Women were assigned as full fledged "Police Officers"
    and assigned to regular patrol [which included the above youth officers in training as full fledged "Police Officers" with "Police Officer" badges].

    Hope this clarifies this to others.
