Big Belly Solar Trash Compactors

The recycling bin at a busy Center City Philadelphia intersection. The comb may or may not be recyclable, but the apple core is definitely not recyclable.

 

My question is: is this malicious mis-use of the recycling bin? Or is it unclear that this bin is intended for recyclable materials only?
