The names are confusing: David's Tower and The Citadel of David. In principle, the fortress (originally of Herodian pedigree) is called The Citadel of David. The minaret at the southern end is called the Tower of David, but this name seems also to apply today to the entire Citadel. The municipal museum on the site is called The Tower of David Museum.
