Juvenile; it seemed to be chasing a car that was driving up the road into the park. Juveniles are remarkably similar in plumage to Crested Eagle Morphnus guianensis. In a rather odd coincidence, I have photographed this species only three times. Each time has been in almost exactly the same spot (within a few hundred meters), in 2002, 2008, and 2012. Each time was a juvenile, so clearly not the same bird; obviously there is a very successful pair living around here.
