North Carolina: WTF?
After 25 years of much the same thing, North Carolina in 2007 made a change to its license plate design...by keeping all graphic elements the same, but switching the serial paint color from blue to red. Interestingly, this change-over occurred in the WTF series of plates: Indeed!
