License plates and vehicle registration during WWII: A display
At the 2009 Automobile License Plate Collectors' Association convention in Erie, PA. Due to metal-rationing concerns, almost no states were able to issue new metal license plates during the entire duration of World War II. Jurisdictions often sufficed with small metal tabs, windshield stickers, and plates made of fiberboard or other alternate materials during 1943 and 1944, and the few states that did issue new metal plates saved metal by making them small in size, or by recycling older plates for restamping.
