Three Bags Full

22 July 2012. Yet another photo illustrating Haringey's "Third System".

I'm sometimes asked why I keep raising this. After all, neither Veolia nor Haringey give any indication of wanting to tackle the problem. On the contrary, it has been institutionalised.

The purple bag is Veolia's. Most probably the contents of the litter bin bagged and ready for collection. The black and white bags were left by either residents or traders. In the knowledge that someone from Veolia will come along sooner or later to collect the purple bag. Tacit acknowledgement that if you don't want to keep your waste in your own bins, or take it to a recycling centre, you can just dump it next to a litter bin.
