      Sporting events are awesome for panning, and this is exceptional. You've got steady hands and great instincts. 1/13" is really impressive and the effect is much more dramatic than the usual 1/30" you see for this sort of shot. Kudos!

      It's a pan-and-zoom technique that creates the motion blur. You can achieve this with any camera that has a zoom and slow shutter speed, plus a moving subject and a steady hand. Longer zoom and slower speed will get you a more dramatic effect but will also make a crisp shot harder to get. I think this one stands out because the background is not only colorful but mirrors the subject perfectly. There is a good discussion of the topic here.
