On a building area of 5,400 m², the city hall of Hamburg has 647 rooms - six more than Buckingham Palace. One of them belongs to the Senate of Hamburg (Der Senat der Freien und Hansestadt Hamburg), i.e. the state government. It is headed by the First Mayor of Hamburg and represents the state government as well as the highest organ of the municipal government. And they sure do have a very fine assembly room.
