Helsinki - Finnish Parliament

Finland is a relatively young country - it was conquered by Alexander I of Russia in 1809 and continued as a Grand Duchy until 1917. After the October Revolution Russia lost control and Finland declared independence in December 1917. Perhaps with all the other European conflicts going on no-one noticed. Probably Russia at the time couldn't afford the upkeep anyway. The Parliament has 200 members.
