Thanks to Ian (RZ68) I have the correct information on what this little house is, a very cool piece of San Francisco history
The little house at the end of a pier in Crissy Field is called a tide house, because equipment inside measures the daily rise and fall of the tide, it's been doing that for 157 years.
This particular station has been measuring continuously since 1854," ran by the National Oceanic and Atmospheric Administration.
