      I'd really like to use this photo in a report about the impact of early grade retention on student proficiency levels that's being produced by my employer, the Public Policy Institute of California. PPIC is a nonprofit, nonpartisan "think tank" devoted to improving public policy in the state. We don't sell our reports -- they can be downloaded for free from our website (www.ppic.org).
