Lou Belcher was Mayor of Ann Arbor from 1978 to 1985. Before that, he served a term or two on the Ann Arbor City Council.

Mrs. Louis Belcher After 'Shopping': 'Gift' Shopping Worth $587:

Mrs. Louis Belcher of 1566 Charlton is going to be eating a lot of steak and drinking a lot of coffee. She managed to cram $587.29 worth of groceries into four shopping carts during a 10-minute shopping spree this morning at the Wrigley Market on W. Stadium. The winner of a shoppers' sweepstakes sponsored by the Pepsi-Cola Co., Mrs. Belcher was allowed to walk off with as much as she could collect in 10-minutes. She also received Gold Bell stamps for the $587.29 in "purchases"and a supply of the soft drinks. She ran the total up by selecting several higher-priced items such as coffee and meats.
