No sleeping in the communal rubbish bin...

As part of it's vision of becoming the Monaco of the south coast of England, The City of Brighton and Hove has no doss houses [flophouses]. The homeless must make do with the beach, recessed shop doorways, or the Accident and Emergency department of the local hospital. Sometimes people sleep in thecommunal rubbish bins - at the risk of being automatically tipped into a dump truck in the mornings. There has been at least one known mortality.


In addition to collecting rubbish, the refuse collectors / "bin men" are required to provide the "social service" of checking by looking inside every bin for homeless people, every time they are emptied, every day.
