URUZGAN PROVINCE, AFGHANISTAN – U.S. Navy Lt. Charles “Chip” Barrere, Provincial Reconstruction Team Uruzgan Civil Affairs Officer, shakes hands with village leader Mohammad Daoud during a CA mission to the village of Haramsha in western Tarin Kowt District April 9. Lieutenant Barrere led the mission to assess progress on the construction of a retaining wall that will help decrease flooding in the area. Mohammad Daoud is the contractor building the wall which will help prevent mountain runoff from flooding nearby fields. Lieutenant Barrere typically organizes or leads an average of three CA missions every week to areas throughout the district. Stateside, Lt.
