Destroyed Painting

This is Elizabeth Pepys from the 17th century, who was the young wife of Samuel Pepys, the author of the famous Diary (next photo). She was in her late 20s when this was painted, and died the next year.

Unfortunately, the painting was cut to ribbons some 200 years later by a Scottish maidservant who was scandalized by the immodesty of Elizabeth's clothing. Is there any way that we can now re-colour this painting to try and restore it to its original appearance?
