Port-Cartier s'appelait autrefois Shelter Bay, un village fondé en 1918 par la «Quebec North Shore Paper Company» qui appartenait à Robert Rutherford "Colonel" McCormick (1880–1955). Aussi propriétaire du ''Chicago Tribune newspaper'' avec sa famiile.
    Incorporée le 5 Mars 1959.
