This toy was made by the Leningrad Metalware Works (Zavod Metalloizdelii Leningrad) in the 1960's and 1970's; and exported in large numbers by the former Soviet Union.
This one has cyrillic text on the tires (Завод Металлоизделий Ленинград / Zavod Metalloizdelii Leningrad). Which means: 'The metal factory of Leningrad'. Probably intended for the home market, while the export version had blank tires. The red paint on some parts - like the upper half of the sidecar - has a tendency to bleach out heavily into a kind of yellowish.
This is still a rather common toy, both as a solo motorcycle and with a sidecar attached.
