Road construction is definitely different from that in the U.S. They would just close the road. So any traffic on that road simply had to drive off onto the shoulder, sometimes forging a path where there was no road at all. Also, they would only pave 100 or 200 meters at a time. And these segments weren't sequential segments. They would be apparently random segments. So one would be driving along the road, and it's practically a dirt road. Then suddenly, the road would become a nice smooth paved road. This would last for 200 meters. Then it would become a dirt road again.
Their infrastructure is just on a whole different level there.
