The construction off the right of the road is a new covered reservoir. The federal government has generally outlawed open storage of drinking water because of concerns over terrorism, or concerns over not appearing to give enough orders to do stuff that appears to be defense against terrorism. A couple state parks around Boston are losing their ponds, which are emergency drinking water supplies that need to be underground.
Some day I suppose they'll notice the 40 square mile Quabbin reservoir and order a giant roof put over it.
