    ìIn these areas, only about 20% of people are using the services.This means two out of 10 people have health care. And to increase awareness and detection of a disease like Ebola, we had to get patients to come to the health centers. One of the deterrents we found was people's financial limitations. So the World Bank used existing financial mechanisms to provide subsidies so health care would be free.
