Note the outer scale is the last covering half the cloves, but the innermost at left have an extra scale, showing Estonian Red have two fertile leaves producing cloves in the axil, where the leave connect to the stemplate. This is normal for a hardneck. Softnecks usually have more fertile leaves, and therefore more scale in between the cloves.
