On November 20, 1919 a meeting was held by the 35 charter members of Post # 403, at the Glen Rock Hose and Ladder Company. During this meeting a motion was made and carried to name this organization in honor of Austin L. Grove who lost his life September 28, 1919 in France. Dues were set at $1.00 per year on January 2, 1920 and a room was rented to hold meetings in the Hose and Ladder Company for $50.00 per year.
A Firing Squad was formed on May 7, 1920 and on May 31, 1920 the first Memorial Day Service was sponsored by Post 403. During a meeting on June 4th 1920, a decision was made to make application for a permanent American Legion charter for the Post. And on August 1, 1920 Austin L. Grove Post 403 became an official American Legion.
The first building for American Legion Post 403 was purchased from Howard and Eva Rohrbaugh on March 31, 1945. The address for this building was on 3032 Hanover Street.
