out of focus enlarged images

When I go to my Flickr page, the FIRST image I select looks great. When I enlarge it, it comes in out of focus. I must select the Reload button for the image to focus. Consecutive selections when enlarged look just fine with no focus issue.

I get that sometimes in chrome on windows 10. It's looks like the progressive jpeg final layer isn't always being displayed. Sometimes it takes a few seconds to pop in, other times if I go to the next image and back, it does load.

My original images are not uploaded as progressive jpegs, but I think that Flickr creates the alternative image sizes in that format.
