I Have bought this plant in São Paulo, Brazil, and it was tagged like an "Erva Cidreira", actually a melissa officinalis. But we all know that melissa officinalis doesn't look like this, right? :) Melissa officinalis has 2 leaves per this one has three, among other differences.
It indeed does smell like a melissa officinalis (Lemon Balm), but it has many characteristics that are very different. The smell is subtle, refined and the leaves have a completely different shape.
It doesn't like water, mostly a dry and drainable soil. It is indeed a herb, but I couldn't identify it, even searching on most available online databases for it's basic characteristics. I also thought it could be a Verbena (Vervain) but all verbenas I found were also opposite, but this one is whorled (verticillate). The larger leaves measure a little more than one inch, somewhat close to 3cm.
