Any raw processing if done outside camera uses a stock Noise reduction if any, not a proprietary NR that hardware uses. So any processed RAW would have the tendency to be actually seriously more noisy than you think your camera is from looking at JPG.

Therefore the answer is as low ISO as possible. Even if you think your camera is good at higher ISO, this is never true for RAW.
