Good question. I guess I normally replace my photos if I feel the one is a better edit. But it is sometime cool to see a side by side and point out your correction? The question is... Are you trying to display your best work or all of your work?
if a photo has drawn comments I think the ethical thing to do is not associate a different photo with those comments, they were talking about a specific thing, changing that thing invalidates those comments. Alternatively, replace the photo but delete the comments. Best thing though (imo), upload the new one separately, if you want to associate the two together, make a link from the original to the new in the original one's comments or description

No, you have unlimited space with a pro account. The "concept" behind it, or how they sell it, is that with pro you can upload your full files and store them on-line as back-up. I have uploaded some regular sized files for on-line storage and I keep them private so they can't be seen in my stream.
I think I opened my Flickr account at the end of June and I hit 500 photos today. I shoot almost every day though and take a lot of damn pictures.
