This man (who was wearing trunks by the way) walked up and down Lexington Avenue regally, eyes fixed on his quixotic purpose, taking one step every 5 seconds.

He didn't have a sign indicating any joy or protest, but his cape had wooden dowels in it so that he could 'flap' them - which he occasionally did when someone would address him.

I don't believe he ever spoke.
