I'm guessing that this is a scanned print and wasn't actually taken on Tuesday this week, in which case... were they gathering to watch the solar eclipse in 1999? That would probably mean Cornwall, and there's something similar to that monument at the Dodman Point, if memory serves me right?

That doesn't look like Bodmin Moor to me, not Penwith either.
That little tower must be visible from the sea. Plenty of people could get there, cars too at a pinch.
Guess! A high point about a mile in from Black Head, that thing that stops the Lizard being visible from Dodman?

The eclipse was quite an occasion - even though it was cloudy!

I was on a hillfort in Devon at the time and this is the best I could do with my camera:

Yes, you did very well. I was part of a crowd gathered near Chapel Point, (the Dodman would have been a bit of a hike for one or two of our party), you could see beyond the umbra out to sea, there was a curtain of soft light right across the horizon below an inky black velvet cone of sky. A person at work, when I showed them the photo, was disappointed and dismissive... "oh.. it's very dark...", what on earth they expected the light levels to be during a total solar eclipse puzzles me to this day... wish I could find that photo!

We`were down near Penzance - I remember standing on the top of a hill a little further up the south coast, seeing thousands of flahbulbs going off, as everyone took "that photo" - I'll have to dig through boxes of pre-digital stuff to find it, but now it must be found....
