      ... as a kid I remember these towers. I associated them with National Defense, which meant Atomic War, which meant the end of the world!

      "Live From Coast to Coast!" I remember thinking as a kid how awesome it was to see a live broadcast coming from all the way across the country. Progress, plain and simple.

      So it says "Similar apparatus for steel towers housed in other buildings" So it does seem like a waste to build a four story structure and the additional cost associated with them as opposed to a ground level building. But since I worked in a telecom field I suppose there are some negatives associated with longer transmission cables, especially when using D.C. batt. power. I guess they may not have done it if there were no purpose.
