Aux cris de « malades précaires, malades en colère », des militants d'Act Up-Paris ont déversé une centaine de litres de faux-sang sur le ministère de la santé. Par leur action, ils dénoncent le projet de franchises sur les soins défendu par Roselyne Bachelot-Narquin.

Paris, Saturday November 10th at 3pm.
Act Up-Paris activists zaped the ministery of health.


While shouting out « The precarious sick, the angry sick », Act Up-Paris activists poured out a hundred liters of fake blood onto the ministry of health. Trough their action, they denounce the project of health care excess defended by Roselyne Bachelot-Narquin (the French minister of health). The association of HIV+ people believes this new tax will badly hurt the most sick and the most precarious amongst the people living with aids – apart from being already unfair and ineffective.

Here, you see an Act Up-Paris activist in a die-in in front of the stairs of the ministry of health symbolically covered with the blood of the sick, an activist which holds a placard stating: "EXCESS: DEAD FROM AN OVERTAXED AIDS".

What stuns me is the cynicism of our ministry of health (and government as a whole for that matter).

Oh and maybe you can help me, I'm unsure I correctly translated the French word "franchise". Let say you have a car insurance for example, and you have an accident, this is the amount of money that stays at your charge (the insurance refunding what exceeds this amount). How do you call it in English?

Ah, oui; en 2008 en encore au point mort (pas de jeux de mots) en ce qui concerne le traitement de malades et l'obligation de les faire 'payer.'
Le mot en anglais pour 'franchise' est, comme vous l'avez écrit il me semble, 'excess' pour les assurances; càd: excess charge.

What you are calling healthcare "excess"... In English I think you are saying a "cost increase" (augmentation)

The word "Excess" in English means the government SPENDS too much money on something that does not need the money... This is not the case - your government is TAXING too much. (and so is our government)

Sorry, I don't know how to explain in French but I think your viewers understand because it is worse in the USA.

Thanks . I can't find a good translation, but you're right it's more like a "tax". To be more precise, this new tax on medicines is not a supplement on the price, but a reduction in the amount reimbursed by the health coverage (that is not even yet coverable by private complementary insurance) that has to be paid by the sick. As time goes by, this "tax" will increase, and we'll have to pay ourselves for medicines we just need to live (talking about people living with aids/hiv), which is in complete contradiction with the spirit of our system born after WWII where, to summarize, each pays according to his ability and receives according to his needs.

True it's really bad in the U.S. (I lived there). The Indian gov. tries to control the cost of medicine and keep it low -- but our economy is so warped that for the bottom half -- it's a tough decision -- what do they buy, -- food or medicine to stay alive!!

But oddly -- in the U.S. I've never seen this kind of public activism against the joint interest of government and big pharmaceutical companies.
