A Texas congressman with a tin ear gave Tony Hayward, the embattled honcho of reviled oil giant BP, something totally unexpected on Thursday - an apology.
Rep. Joe Barton, a Republican who represents a sprawling district south of Dallas, called Hayward the victim of a "$20 billion shakedown."
"I apologize," Barton told Hayward at a House Energy Committee panel hearing on BP's Gulf of Mexico oil spill. "I'm ashamed of what happened in the White House yesterday. I think it's a tragedy."
Barton was referring to President Obama's faceoff with the BP barons that ended with the oil company saying sorry for the mammoth oil spill currently fouling the Gulf of Mexico - and promising to finance a $20 billion fund to compensate the victims.
Hayward, who was bracing to be raked over the coals by furious members of Congress, appeared to be taken aback by Barton's apology.
The White House quickly slapped back at Barton.
"What is shameful is that Joe Barton seems to have more concern for big corporations that caused this disaster than the fishermen, small business owners and communities whose lives have been devastated by the destruction," spokesman Robert Gibbs said in a statement.
"Congressman Barton may think that a fund to compensate these Americans is a 'tragedy', but most Americans know that the real tragedy is what the men and women of the Gulf Coast are going through right now. Members from both parties should repudiate his comments."
Barton is one of Big Oil's biggest boosters. Before his election to Congress, Barton was an executive with ARCO, which was later acquired by BP.
He has taken $1.4 million in campaign contributions from the industry since 1989, according to the Center for Responsive Politics.
Barton's backers have been political action committees and employees of Anadarko Petroleum, Exxon Mobil and Valero Energy, the watchdog group reported.
In earlier statements, Barton said he held BP accountable for the environmental disaster but said the committee should also be looking into the Obama administration's response to the spill.
Barton has also opposed attempts to more tightly regulate the oil industry.

On Wednesday President Obama added the next major assignment to Feinberg's resume, appointing the Washington, D.C.-based lawyer to run a perhaps even more complicated program: determining which people and companies in the Gulf Coast region should be compensated for economic losses created by the BP oil spill. Unlike the 9/11 fund, which was paid from taxpayer dollars, BP will pay for the $20 billion fund to be administered by Feinberg.

So how bad is it for the GOP that select Republicans are slamming the White House for successfully pressuring BP to create a $20 billion escrow fund, calling it variously a "slush fund" and a "shakedown"?
Bad enough for John Boehner to distance himself from those making such remarks -- in particular, GOP Rep. Joe Barton of Texas, who apologized to BP:
House Minority Leader John Boehner (R-Ohio) broke with a top Republican on Thursday who suggested BP had suffered a "shakedown" by being forced to set up a $20 billion fund to pay out damages.
Boehner distanced himself from remarks by Rep. Joe Barton (R-Texas) lamenting the BP fund, with the GOP leader expressing thanks for the fund.
"They've agreed to put this $20 billion dollars in escrow," Boehner said during an appearance on Fox News. "I don't know what context Mr. Barton was making that remark, but, I'm glad BP has accepted responsibility for their actions."
In addition to Barton, House conservatives on the Republican Study Committee have derided the BP fund as a "Chicago-style shakedown." Michele Bachmann has ripped the escrow account as a "redistribution-of-wealth fund," though she later backtracked.
Dems are going to be aggressively making the case that Republicans have crossed a line with these comments into something resembling outright collusion with BP against the interests of the American people, since if BP isn't made to pay damages, the taxpayer could be on the hook.
Dems intend to paint GOPers as stooges for Big Oil heading into this fall's elections, and these latest attacks on the White House for successfully holding BP accountable obviously will be used to support this case. Republicans I've spoken to today offered mixed views on how bad this is for them, though Boehner's rapid distancing of himself from Barton is a pretty clear tell. This isn't going away.
UPDATE, 11:47 a.m.: The White House slams Barton and calls on lawmakers of "both parties" to condemn his remarks:

Republicans could not have this more backward, and it raises serious questions as to why they are on the side of BP and the oil companies instead of that of the American people. The only people Republicans and Joe Barton should be apologizing to are the people of the Gulf who they've turned their backs on to defend BP."

You failed to mention The Duberstein Group, a firm that has been paid $100,000 to lobby for BP this quarter. Lead by President Reagan's former chief of staff Ken Duberstein, those on staff include Daniel Meyer, who was formerly chief of staff for Newt Gingrich as well as chief congressional liaison in the Bush White House; Eric Ueland, former chief of staff to Senator Bill Frist;
Another firm, the Alpine Group has received $60,000 this year from the oil giant in lobbying contracts, who staff includes Bob Brooks, the former chief of staff to former Rep. Jim McCrery (R-La.)
And let us not forget veterans of the Bush Administration who went on to work for BP such as Daniel Meyer, a former assistant to President Bush for legal affairs, and Michael LaRocco, who served at the Interior Department as an aide to the top official at the agency.

Today even though President Obama is against off shore drilling for oil for this country. He signed an executive order to loan 2 Billion of our taxpayers dollars to a Brazilian Oil Exploration Company (which is the 8th largest company in the entire world) to drill for oil off the coast of Brazil. The oil that comes from this operation is for the sole purpose and use of China and not the USA. The Chinese government is under contract to purchase all the oil that this oil field will produce, which is hundreds of millions of barrels of oil".

It is American Billionaire, George Soros, Liberal businessman who is a radical left wing supporter, finances MoveOn.org as well as other liberal programs and was President Obama’s largest and most generous supporter during his campaign. This claim stems from a "preliminary committment" made back on April 14 by the board of directors of the Export-Import Bank of the United States. The bank intends to loan up to $2 billion to finance exports to the Brazilian oil company Petróleo Brasileiro S.A., known as Petrobras, over the next several years.
The e-mail is false on two counts.
* The message falsely says the decision was due to an "executive order" by the president. No presidential order was required. Furthermore, none of President Obama’s appointees had joined the Ex-Im board at the time of the vote, which was unanimous, and bipartisan. The Ex-Im Bank states: "In fact, at the time the Bank’s Board consisted of three Republicans and two Democrats, all of whom were appointed by George W. Bush."
* The message falsely claims that "we have absolutely no gain" from the loan. In fact, the loan is being made specifically to finance purchase by Petrobras of U.S.-made oilfield equipment and services. The mission of the Ex-Im Bank is to encourage exports by making such loans.
The bank’s chairman and president, Fred P. Hochberg, underscored the purpose of the loan during a trip to Brazil at the end of July:
Ex-Im Bank President Hochberg, July 29: I chose Brazil as my first international destination for good reason: Brazil is a powerhouse among South American economies and offers tremendous opportunities for U.S. exporters in many sectors. I want Brazilians to know that Ex-Im Bank has the will and the capacity to finance their purchases of U.S. equipment, products and services
Obama appointed Hochberg to the Ex-Im Bank on April 20, nearly a week after the board voted to approve the loan. He was confirmed May 14 and sworn in May 21.
The message claims that George Soros would "benefit most" from the loan, but that is also a baseless accusation. Soros is a favorite whipping boy of conservatives because of his early financial help to the liberal group MoveOn.org. And he is indeed a major investor in Petrobras, through his New York-based hedge-fund firm, Soros Fund Management LLC. But the hedge fund recently sold 22 million shares of common stock in the company (which carry voting rights) while buying 5.8 million shares of preferred stock (which is non-voting.) As reported by Bloomberg News, Soros reduced his stake in the company before any of the Ex-Im Bank’s promised loan has been dispensed.
There is some truth to the claim that China would benefit, but not much. Brazil recently agreed to export 200,000 barrels of oil per day to China in coming years. But that was in return for a loan by China of $10 billion, five times more than the U.S. Ex-Im Bank is lending to finance purchase of U.S. gear.
The Ex-Im Bank also would like it known that no loan has yet been made, and that the "preliminary commitment" could eventually result in either a direct loan or a loan guarantee. Either way, the Ex-Im Bank states, "no taxpayer dollars are involved." The bank is self-sustaining.
