it is from Bunkyo Ward Office Observation Deck on 25 floor, Jason.
Im not sure about morning hours, I come there today at 8.30AM (still have jet lag from my Europe trip) and it was closed for cleaning, but I menaged to take few sots.

Shot from the Bunkyou Civic Hall near the Tokyo Dome.... one of the best free views in town. This is a superb shot. One of the best I have seen of snowcapped Fuji-san from there. You were very lucky to get as clear a day as this.
