Roman ceramic jar is my guess. For perfumed oil perhaps or olive oil for the bath (although looks pretty small for that).

It's not roman, you have to see their dresses, maybe medieval or modern. It could be something similar to a stamp used in documents, something like this:

It doesn't need a complete hole.

I was thinking seal cookie too. imprint looks to be male & female lowland folk (dutch/flemish) 16th c.-ish. Is the material terracotta as it appears or something else? My other thought based on my knowledge of rosaries/paternosters is that it might be some sort of prayer string finial.

The weight of something this size, in terracotta, would be about right for making lace-weight yarn out of silk or another very lightweight, soft yarn, and the hole not running all the way through would allow that a spindle might have been there at some point.

I agree that it looks more Victorian than anything else, with the style of the lady's clothing, and such hand spindles were often decorated. The only issue I can see is that it might not be perfectly balanced for spinning, but then again, in it's 'new' form, it might have been.

Just a thought! Good luck finding out what it is! :)
