It's early 16th century. (Not that it explains why this is in TN. Maybe a a Victorian replica.)

I was going to suggest contacting the PBS show The History Detectives to see if they might want to take this on as a project for one of their episodes.

If provenance has been established and this is all now moot, please ignore the suggestions and let me know where I can learn the facts about this strange object. (Honestly, I haven't read all of the threads about it yet!) Thanks!
