Serving as the Coast Guard Yellow Ribbon Program Manager, Captain Leonard personally planned and built the Coast Guard Yellow Ribbon Program in response to the original Congressional mandate. His outstanding service significantly enhanced the lives of the Coast Guard enlisted force and their families, earning him the distinction of Honorary Chief. The Coast Guard Yellow Ribbon program assists Reservists and Guardsmen of the Coast Guard and DoD during deployment periods. The pre-, during, and post-deployment events provide Coast Guard Reservists and their families with resources and services to assist them in preparing for deployment (usually overseas); in assisting the families during deployment; and in guiding them after deployment to successfully reintegrating with their families, civilian jobs, and American culture.
