Remember, this is 1902. Perhaps he "exposed" his bare chest. Or wore a swimsuit in public. Women were arrested during this time for "exposing" their bare arms and legs below the thigh.
The ladies here were arrested for "indecent exposure" for wearing these swimsuits in public... and it was 1922!

The good old days!
I long for them, especially in these horrible modern times when we're supposed to be completely ok with people walking around half naked, advertisements that leave nothing to the imagination and filth on tv.
Bring back some of that 1920s decency.
I really don't want to see a mans exposed chest or womens thighs in public.
Mind you, he probably did a little more then just show his chest to not only get arrested but also have his photo taken.

Exposure? Not sure he was dangerous -he looks puny- maybe he's just tried to overcome the infamy. pitiful demonstration of no power. great pics.
