I'm a city girl, so I won't be much good at this one! There looks to be a screw mechanism in the middle and a pulley wheel, but other than I've got nothing!

Sorry to have taken so long to respond... I have been preoccupied with our annual organic license inspection. And I have to say I haven't a clue what it is/was. It would help to know what is on the other ends of the screw and the chain. There must be a connecting piece missing between the respective holes in the two arms and the top arm would exaggerate any effect of the screw in raising the bottom arm - and that would affect the chain if it used to pass round the wheel at the tip... So it might have controlled a light duty sluice gate?

It makes a good photo though!
