Seeing them all lined up like that, I wonder if the height differences are accurate. Was Tom the tallest one of the bunch?

I dont know for sure, but I think Tom was - I know that he was quite the towering fellow. The Five Doctors promotional photo (which admittedly has Tom's wax statue as a stand-in) has him the tallest of the bunch, with 3 and 5 coming in at about the same height, and Patrick last.

Whatever the crisis (and it must be pretty extreme!) I reckon the two in the middle can sort it out, the others will just get in the way...
And Frobisher is a lovely touch, too!

Oh, he's on the way. The prototype is done (I've seen pre-production pictures), and it would be silly to stop 9/10th of the way through the line. It's just a matter of waiting.
