Under "Board" ensure that the ISP clock is set to 1/4 of the Arduino's Clock, which is 16MHz. I set mine to 1MHz.

Ensure that this is set to ATMega168, the Arduino's chip, or else it will not work.

This tells you what the programmer is up to.
