Candice_Lee well, this wasn't built by the City of Perth, its one of many wheels popping up all over the world thanks to a company called World Tourist Attractions. So the money spent isn't an issue here.

Although the CoP could have leased the land out to this mob for a cost greater than $1.

Plus its temporary so its a positive thing to see some sort of activity of the hardly-used foreshore.
