The text is a request to join the Communistic Party of the Soviet Union. The final phrase states, "I was shown the CPSU Program and Charter, I agree with it, and I swear to obey it". But the words "I was shown" are crossed out and changed to "I familiarized myself with", and the words "I agree with it" are changed to "I accept it". You're expected to be proactive in studying the Party documents, not judging them.
