Sir Harry Sinclair Campbell Budge was previously Secretary to the Governor of New South Wales.
From page 1, The Canberra Times, January 1, 1935 (Honour List):
"Kt
(Knight Batchelor)
Harry Campbell Budge, C.M.G., Official Secretary to His Excellency The Governor.
...
Sir Harry Budge entered the Public Service in 1889 and has been official Secretary to the Governor since 1902 ..."
and there is this from the Canberra Times of 26 August 1936 about Sir Harry and the Postage Reduction League (by which time Sir Harry was in retirement):
