This is in a bar quarter which has developed after Germany´s reunification when the more inner city still was rather silent and village-like as measured by metropolitan size. The restaurant scene still must find itself but it really gets much better now. I guess some students in the quarter just had a boring time and so they built it. It´s funny when it´s raining. When you are in Dresden, just ask for the Kunsthofpassage to find it.
