It's definitely a great image but I'm a little surprised that Army Photographers, acting as photojournalists, can alter their images in post like they have recently.

The image wasn't altered. I shot it with a crazy high ISO and fairly slow shutter-speed, with available light only. Didn't even have a tripod, just had to be veeeeery still. I've got the RAW file to back it up...
