of this delegation, Lieutenant General
Torashiro Kawabe. The officer next to him is
most likely a translator.
The American officer whose face is visible
looks to be General George C. Kenney,
although I'm not entirely sure of this. He
almost looks too tall to be Kenney, although
the Japanese, in general, were undoubtedly
quite small in stature compared to most
Americans. So perhaps my eye is just being
fooled!
The photo was indeed taken in the
Philippines. The Japanese envoys had arrived
at Ie Shima, transferred to the ATC (Air
Transport Command) C-54 seen here, and flown
to Manila to meet with MacArthur and to
receive instructions concerning surrender and
occupation arrangements.

This is a fairly rare photo, I'd say...
although as our WWII vets are passing on,
more and more photos like this are showing
up. Not too long ago a number of photos from
this same event were sold on epay.
