Virginia local tax (Alexandria)

It seems nearly every county, free city, or other local jurisdiction in Virginia issued these add-on plates, or 'toppers', to the commonwealth-issued plates. My collection is nowhere close to complete, according to a number of specialist collectors who want one from every jurisdiction of every type for every year. God bless 'em!
