"WHO" do you call when there's an Emergency?

What happens when "YOU" can't make that call? Will "THEY" know "WHO" to call?

Classic case of unnecessary quotation marks. From an Everest Funeral junk mail pamphlet advertising the Everest Emergency ID Card. Supposedly medical professionals will call the 1-866 number to find out whom—sorry, "WHO"—they should call.

Yeah, throughout the pamphlet they capitalize "Emergency". Inside the pamphlet there are more unnecessary quotation marks:

Get yours today... and make sure that everyone knows "WHO" to call!
