Not a costume

In our neighborhood, there is a community center that build a haunted house inside, they do that every year and serve hot-dogs at the end, and hundreds of people get in line to go there. At one point, a patrol car was cruising around slowly, and the policeman used the car's megaphone to do an evil laugh and said We are watching yoouu... They also distributed candy.

Everybody was laughing.
