Witches' Butter
Apparently this type of fungus is called "Witches' Butter". There was an extra gross big clump of it on the side of the log, but I found this tiny "drop" on top was more photogenic. Taken along the Tod Inlet Trail in Gowlland Tod Park near The Butchart Gardens.
